Formentera OKs resumption of minor works projects

Under an order issued by the president’s office and adopted by the Consell de Formentera in an effort to facilitate the completion of small-scale construction projects, work on those sites can resume provided advance notice is given to local government.

Interested parties are asked to make their declaration on the OVAC at https://ovac.conselldeformentera.cat. In a bid to improve public services for islanders, Formentera’s Department of Territory has updated this and other online formalities since the invocation of emergency orders.

Online formality
According to territory conseller Rafael González, “in a simple process which can be completed online, companies provide a sworn statement to local government and crews can begin work within between one and ten days, depending on each case”. González said the aim was to streamline processing of such permits and “move towards reactivation of the economy in light of the public health crisis”.

At the same time, the Consell will mandate increased inspections on job sites to ensure that guidelines are followed.

Temporary reversal of noise ordinance
As Formentera eases out of confinement, the local noise ordinance has been placed on hold, meaning construction can take place in towns where it has traditionally been banned from 1 May to 15 October.

Construction crews are required to follow orders and directives from health authorities and the action protocol on occupational health that was laid down by the regional government to halt the spread of Covid-19 on Formentera.

From tomorrow 11 May, Formentera ITV gradually resumes service

foto ITV covidThe Formentera Department of Inspection Services reports that from tomorrow, Monday 11 May, the vehicle roadworthiness test centre—la ITV—will gradually resume service on the island. According to the National Health System’s Order 399/2020 published yesterday, 9 May, in the Official State Gazette (BOE), test centres may reopen during Phase 1 of confinement easing.

Highlighting the aim as “geting the service up and running again as soon as possible”, inspection services conseller Antonio J Sanz  described recent days’ work as “focused on implementing measures to prevent risks at the workplace and getting the ITV station up to snuff in light of Covid-19”. “New appointments can be scheduled from tomorrow”, said Sanz, “with priority for public transport and freight vehicles”.

Drivers who had an appointment that was canceled under emergency orders will be contacted from tomorrow so a new one can be scheduled; they are encouraged not to call. The local government wishes to remind motorists whose roadworthiness certification expired during the state of emergency that they can contact the station via email at itv@conselldeformentera.cat.

New measures will be in place when ITV service resumes:
-Visits are by appointment only.
-Accompanying administrative paperwork will be processed at a drive-up window without direct access to the office.
-Hand sanitiser dispensers have been placed across the entire station, and visitors must wear a mask.

“It’s our intent to progressively resume normal service”, said Conseller Sanz, who also pointed out that roadworthiness certifications that expired during the state of alarm are extended for the duration of emergency orders and in keeping with other previous decrees.

Crews tidy up at Jardí de ses Eres

foto-2020-jardi-de-ses-eres-3The local works brigade, a division of Formentera’s Department of Island Services, began efforts to paint and perform general repairs and maintenance at the Jardí de ses Eres park in Sant Francesc. Workers will be covering up graffiti, repainting walls and patching up minor cracks and holes. The Ferrovial company has been tapped to cut back overgrown plants and oversee general maintenance of planters.

Efforts remain under way to repave local roads. On Monday workers from Islasfalto will apply a new coat of asphalt to a section of Camí de ses Vinyes in Sant Ferran, requiring crews to close the arterial to vehicle traffic all the way to the roundabout. Access from the Es Pujols side will not be affected.

Crews perform upgrades, repave island roads

foto 1 reasfaltat-camins1Formentera’s municipal services office reports that work began today to clean and clear brush from roadsides and upgrade and repave certain segments of highway. Crews will focus their efforts on the arterials that accommodate Ses Bardetes and the rubbish tip, not to mention Sant Ferran’s Camí de ses Vinyes, and a point along the road to Es Arenals. Islasfalto was brought in to carry out the approximately weeklong €43,000 effort.

Formentera unlocks nearly €100k for upgrades and refitting of fitness facilities

pista-es-cap-1jFormentera’s sport and island services departments report that in recent months roughly one hundred thousand euros have gone to improving and redesigning sport and fitness infrastructure around the island.

The largest investment came in just shy of €36,000 and involved the multi-modular sport pitches in Es Cap. Work included the installation of a new fence, a separation barrier between the pitch and bleachers, remote-controlled lighting and dustbins, not to mention fresh coats of paint on bleachers and removal of invasive vegetation. Sport councillor Paula Ferrer called the Es Cap upgrades “crucial” and said they would alleviate traffic at Antoni Blanc fitness centre.

Replacing the dehumidifying heat pump

Nearly €19,000 in upgrades went to the municipal pool, where crews cleaned and water-proofed the cover. Ferrer pointed out that plans were already under way to put to tender the replacement of the dehumidifying heat pump and to correct heating issues, the goal being to have the pool back in working order within the first quarter of the year.

Work at the municipal football pitch carried a price-tag of over €14,000 and saw crews mark out a new parking area, while a newly purchased handrail awaits installation.

More than €26,000 went into upgrades at the padel courts in Sant Francesc, where the foundation was repaired plus new turf and LED lighting installed.

Other work

Crews also performed various work elsewhere, like at the School of Music, where an air conditioning unit as well as two stereo systems (one stationary and one portable) were installed for less than €17,000.

A dishwasher was installed for €7,000 in Sa Miranda nursery and a newly installed  electrical panel at the Sa Senieta car park (price tag: €3,500) will be used for events in the festival tent.
